The short answer
The three levels, and what each one is for
- Water-resistant fabric. Coated or laminated material that sheds splashes. Keeps rain off and keeps a damp towel from soaking through. Open at the top.
- Wipe-clean waterproof shell. Molded EVA or a sealed liner — a Bogg Bag or Neso's seam-sealed interior. The material itself does not absorb water at all, so the bag never holds damp. Still open at the top, and Bogg's base holes are deliberately not watertight.
- A true dry bag. A roll-top closure that traps air and seals. This is the only thing on the list that survives being dropped in the sea, and no beach tote in our registry is one.

The pattern is consistent and worth noticing: careful brands say water-resistant where they mean it. When a listing says waterproof with no qualification and no closure described, read it as water-resistant.
The wet swimwear problem
This is what most people actually want solved, and it needs separation rather than waterproofing: a wet costume in with dry towels makes everything damp regardless of how good the outer bag is. Two products here address it directly — Simple Modern's detachable zip pocket, which comes out of the bag entirely, and Neso's waterproof inner pocket.
If your bag has neither, a dry bag or even a zip-lock does the same job for almost nothing.
Salt water is the real test
Salt is harder on a bag than water. It crystallizes in seams, abrades coatings and corrodes zips and rivets. Rinse the bag in fresh water at the end of a trip, not just at the end of the season, and pay particular attention to the zip — a seized zip is how most otherwise fine beach bags are retired.
